SRF Front Ends for Contractors Have Been Revised

Based on recent changes to federal rules and regulations, the SRF front end attachments have been revised. These documents represent the rules and regulations that contractors must comply with when constructing an SRF funded project.

Here is a summary of the changes in the SRF Front End Attachments 2025:

 

1. Removed or Replaced Attachments

Scope of Discovery

  • Expands the scope to “cultural, historical, or paleontological resources” and gives specific examples: charcoal, ash, animal bones, pottery sherds, stone tools Original Paragraph: Contractor must cease operations "affecting the find." Revised Paragraph: Requires a 100-foot buffer around the discovery—clearly defined spatial scope for halting activity

Human Remains Protocol

  • Adds a specific legal protocol for accidental discovery of human remains:
    • Cites Iowa law
    • Requires immediate notification of law enforcement and the OSA bioarchaeology director
    • Restricts photography and sharing

Notification and Consultation Process Revised

  • Owner notifies SRF directly (no mention of contractor)
  • SRF determines if federal regulations (36 CFR Part 800.13(b)) apply
  • When applicable, SRF must notify SHPO, OSA, and other interested parties
  • Broader consultation process added

 

3. Content Removed or Marked for Deletion

  • Entire sections and appendices under Attachment 1 (on segregation policies) and Attachment 6 (voluntary DBE reporting) were removed.
  • EEO language under Attachment 7A was removed.
  • Section 7C (regarding government neutrality in procurement) was also removed.

4. Content Retained Intact

  • Debarment and Suspension Certification (Attachment 2)
  • DBE requirements and utilization forms (Attachments 3, 4, 5)
  • Federal Labor Standards Provisions (Attachment 7B)
  • Historical/Archeological Finds and AIS/BABA Requirements (Attachments 7D, 7E, 9)
  • Prohibition on Telecom/Video Surveillance Equipment (Attachment 10)
