Scope of Discovery

Revised Paragraph: Requires a 100-foot buffer around the discovery—clearly defined spatial scope for halting activity

Human Remains Protocol

  • Adds a specific legal protocol for accidental discovery of human remains:
    • Cites Iowa law
    • Requires immediate notification of law enforcement and the OSA bioarchaeology director
    • Restricts photography and sharing

Notification and Consultation Process Revised

  • Owner notifies SRF directly (no mention of contractor)
  • SRF determines if federal regulations (36 CFR Part 800.13(b)) apply
  • When applicable, SRF must notify SHPO, OSA, and other interested parties
  • Broader consultation process added

 

3. Content Removed or Marked for Deletion

  • Entire sections and appendices under Attachment 1 (on segregation policies) and Attachment 6 (voluntary DBE reporting) were removed.
  • EEO language under Attachment 7A was removed.
  • Section 7C (regarding government neutrality in procurement) was also removed.
