On January 10, 2023, Governor Kim Reynolds issued Executive Order 10, which establishes a comprehensive review of all existing administrative rules.

Pursuant to Executive Order 10, the IEDA is required to review most of its administrative rules by September 1, 2025. Following publication of a report of the review, IEDA will rescind each chapter and repromulgate rules that are necessary to keep no later than December 31, 2025. Rules promulgated by the Department of Cultural Affairs for which IEDA is now responsible will be reviewed by September 1, 2026. 

Rule reports and final regulatory analyses will be published on this page. Regulatory analyses and notices of intended action required by the order will be published in the Iowa Administrative Bulletin as they are completed.

City Development Board Administrative Rules Review

Pursuant to Executive Order 10, the City Development Board (CDB) was required to review all its administrative rules by September 1, 2023.

Notices of intended action to rescind Chapters 1-10 and adopt new chapters in lieu thereof were published December 13, 2023. A notice of intended action to permanently rescind Chapter 11 was published December 13, 2023. See all notices
