On January 10, 2023, Governor Kim Reynolds issued Executive Order 10, which establishes a comprehensive review of all existing administrative rules.

Iowa Economic Development Authority Administrative Rules Review 

Pursuant to Executive Order 10, the Iowa Economic Development Authority (IEDA) is required to review all its administrative rules by September 1, 2025. Following publication of a report of the review, IEDA will rescind each chapter and repromulgate rules that are necessary to keep no later than December 31, 2025.

Rule reports will be published on this page. Regulatory analyses and notices of intended action required by the order will be published in the Iowa Administrative Bulletin as they are completed.

Chapter 26 – Variance Procedures for Tax Increment Financing (TIF) Housing Projects 
Chapter 28 – Rural Housing Needs Assessment Grant Program 
Chapter 29 – Rural Innovation Grant Program 
Chapter 30 – Empower Rural Iowa Program 
Chapter 38 – Regional Sports Authority Districts 
Chapter 42 – Iowa Tourism Grant Program

A public hearing was held on the published regulatory analysis for chapters 26, 28, 29, 30, 38, and 42 on December 20, 2024. No public comments were received during the hearings nor in writing. No changes have been made from the analysis published on November 27, 2024.
