2021 DRAFT Consolidated Annual Performance & Evaluation Report (CAPER)
The Iowa Economic Development Authority announces the availability of the Substantial Amendment to the 2019 Annual Action Plan as of July 15, 2021. The amendment describes how CDBG-CV funding will be spent and clarifies that the State anticipates that more than 40% of CDBG-CV funding will be spent on construction related activities.
The State has received a total of $31,367,906 in CDBG-CV funds since 2020. CDBG-CV funding was provided through the Coronavirus Aid, Relief, and Economic Security (CARES) Act and distributed through the U.S. Department of Housing and Urban Development (HUD).

September Substantial Amendment
Substantial Amendment to the 2019 Annual Action Plan to Incorporate CDBG, HOPWA, ESG COVID-19 Funds and to reallocate HOME funds to respond to the Coronavirus Amendment to the Citizen Participation Plan to incorporate CDBG-COVID-19 Funds
The Iowa Economic Development Authority and the Iowa Finance Authority have submitted to HUD the Substantial Amendment to the 2019 Annual Action Plan and an amendment to the Citizen Participation Plan as of June 1, 2020. The amendment is to Incorporate COVID-19 Community Development Block Grant Funds (CDBG-CV), COVID-19 Emergency Solutions Grant Funds (ESG-CV), COVID-19 Housing for Persons with AIDS (HOPWA-CV) and to reallocate HOME funds to respond to the Coronavirus. The Substantial amendment to the 2019 Annual Action Plan adds as an additional resource the $24,123,523 the state was awarded in supplemental CDBG funds (CDBG-CV) to respond to the Coronavirus. It also adds as an additional resource the $9,574,948 the state was awarded in supplemental ESG funds (ESG-CV) to respond to the Coronavirus. It also adds as an additional resource the $104,064 the state was awarded in supplemental HOPWA funds (HOPWA-CV) to respond to the Coronavirus. It also reallocates HOME funds to respond to the Coronavirus. The funds were provided through the Coronavirus Aid, Relief, and Economic Security (CARES) Act and distributed through the U.S. Department of Housing and Urban Development (HUD). The Amendment to the Citizen Participation Plan incorporates the CDBG-CV fund into the document, provides a five- day comment period, and the ability to hold virtual public hearings.
The Iowa Economic Development Authority (IEDA) announces the availability of the Community Development Block Grant Disaster Recovery Action Plan. The Additional Supplemental Appropriations for Disaster Relief Act (P.L. 116-20) passed by congress allocated $96,741,000 to the state of Iowa for purpose of assisting in long-term recovery from the major flooding disaster that took place in the Spring of 2019. The Action Plan details how the Iowa Economic Development Authority (IEDA) plans to expend the CDBG-DR allocation.

Action Plan for Disaster Recovery Spring 2019 Flooding (DR-4421)
The Iowa Economic Development Authority and the Iowa Finance Authority announces the availability of the 2020 – 2024 Consolidated Plan for Housing & Community Development, 2020 Annual Action plan, and the Citizen Participation Plan. The report details the housing and community development plans for the 2020–2024 program years with funds provided to the State of Iowa by the U.S. Department of Housing and Urban Development (HUD). The programs covered include Community Development Block Grant Non-entitlement (CDBG) Program, Federal Housing Trust Fund (HTF), HOME Investment Partnership Act, Housing Opportunities for Persons with AIDS (HOPWA) and the Emergency Solutions Grants (ESG) Program.
Every five years, IEDA and the Iowa Finance Authority collaborate to prepare an Analysis of Impediments to Fair Housing. The state of Iowa is required by the US Department of Housing and Urban Development (HUD), as a condition of receiving HUD funding, including CDBG and HOME funds. This document identifies impediments to fair housing identified in Iowa and the state’s goals and strategies for addressing impediments.
