Uncovering Energy Efficiency Improvements

The Iowa Economic Development Authority (IEDA) provides federal grant funds for the completion of energy audits and the improvement of lighting energy efficiency at multifamily housing properties.

Eligibility

Eligible applicants include Iowa-based businesses, nonprofits and public entities that own or operate multifamily buildings with 20 or more units.

Qualifying Energy Audit Requirements

Qualifying energy efficiency audits must:

  • Use the four Home Performance Assessment evaluation criteria.

  • Recommend lifecycle cost-effective energy reduction opportunities and controls and management systems.

  • Provide the “Annual Energy & Costs Savings" and "Payback with Incentives" outputs summary from DOE’s Audit Template tool.

  • Compare the energy consumption of the building to similar buildings.

  • Complete a blower door test or justify why one was not performed.

Grant funding for qualifying energy efficiency audits is available through the Multifamily Energy Audit Program.

Lighting Energy Efficiency Requirements

Qualifying lighting energy efficiency improvements must:

  • Replace inefficient bulbs
  • Be identified in the energy audit completed under this program
  • Utilize existing fixtures
  • Include purchase of LED, CFL or Halogen bulbs
  • Decrease energy consumption

Funding Details

  • Total Funding Available: $210,000
  • Application Window: Open until March 2, 2026 or until funds are obligated
  • Project Completion Deadline: June 30, 2026
  • Cost Share: Participants must provide 50% cost share. Awardees implementing audit-recommended upgrades may be reimbursed for their cost share.
  • Eligible upgrades may qualify for 0% interest financing through the  Iowa Energy Saving Loan Program.

Application Process

Applications will be funded in the order received until funds are obligated. Selection is based on meeting program requirements.
