Note: The Cultural and Entertainment Districts (CED) state certification program is no longer accepting new applications, per updates to Iowa Code that took effect on July 1, 2025.   

The Iowa Arts Council continues to support locally designated districts through existing programs and resources. Leaders of locally designated districts may participate in the Iowa Creative Places Network, which provides professional networking and learning opportunities with communities across Iowa, and seek grant funding for eligible projects.

Areas certified as Iowa Cultural and Entertainment Districts (CED) are well-identified, walkable, mixed-use, compact areas of a city or county in which a high concentration of arts and cultural facilities serve as the anchor.

CEDs attract a diverse and engaged workforce – a key incentive for new and relocating businesses. CEDs also attract residents and tourists who support adjacent businesses such as restaurants, lodging facilities, retail stores and entertainment venues, enhancing property values, the profitability of surrounding businesses and the tax base of the area.

Communities may designate an arts, cultural or entertainment district to distinguish those areas that have a significant number of arts and cultural attractions and provide unique visitor experiences.
