Use this checklist annually to ensure your Historic Preservation Commission meets CLG program requirements.
Commission Membership
- the Mayor or Board of Supervisors officially appoints all members.
- Continuing members officially re-appointed.
- No vacant positions.
- Members demonstrate a positive interest in historic preservation.
- Members have time to attend meetings and support projects.
Meetings
- Commission meets at least three times per year.
- Regular meeting day, time, and location established.
- Meeting announcements and agendas posted at least 24 hours in advance.
- Meetings follow the posted agenda; discussions are concise and focused.
- Written minutes prepared for every official meeting.
- Meetings are open to the public.
- Business conducted only when a quorum is present.
- All quorum gatherings comply with Iowa Code Chapter 21 (Open Meetings Law).
Reporting & Compliance
- Regular reports submitted to Mayor/City Council or Board of Supervisors.
- Compliance with Conflict-of-Interest policies.
- Compliance with State Gift Law.
- CLG program requirements met.
- Operations align with Secretary of the Interior’s Standards and Guidelines.
Preservation Activities
- System in place for ongoing survey, evaluation, and registration.
- Maintain a Historic Property Inventory compatible with the State’s system.
- Inventory and records stored in a city or county-owned facility that is secure and accessible.
- Annual work plan prepared and followed.
- At least one historic preservation activity completed each year.
- Review of National Register of Historic Places nominations conducted.
- CLG Annual Report completed and submitted by February 28.
Training
- At least one commission member or representative attended approved historic preservation training.
- Training topics align with Secretary of the Interior’s Standards.
