Annual Report
Each year Certified Local Governments are required to submit an annual report. The State Historic Preservation Office is currently using Slideroom (an online portal) to collect information about your community and Historic Preservation Commission’s activities related to historic preservation from the previous year.
Questions
SHPO Certified Local Government Annual Report
- I am aware this report must be presented and reviewed by either the City Council or the Board of Supervisors prior to submission and require a signature from either the mayor or the chair of the board of supervisors.
- Name of the city, county, or land use district.
- Did your commission undertake any survey or identification projects during the year?
- Did your commission undertake any registration/nomination projects during the year?
- Within your local government’s jurisdiction were any National Register of Historic Places listed properties moved or demolished during the year?
- Does your local government designate local landmarks or local districts?
- Has your community passed any ordinances that directly or indirectly impacted the preservation of historic resources?
- Did your city, county, LUD or its historic preservation commission undertake any of the following activities in this calendar year? Please think broadly about this question and include any activity (small or large) that facilitated historic preservation in your community. This is your opportunity to boast about your accomplishments and get credit for the great work you do!
- Were there any issues, challenges, or successes your preservation commission encountered or accomplished this year?
- What partnerships did your commission form or continue with other entities?
- Did your historic preservation commission receive any grants (other than CLG) this year?
- Does your Historic Preservation Commission have a website?
- List the dates of public commission meetings held (please note these are meeting held with quorum).

Definitions
Annual Report
A required yearly submission detailing the commission’s activities and compliance with CLG standards.
Certificate of Appropriateness (COA)
A formal approval issued by the commission for changes to designated historic properties.
Certified Local Government (CLG)
A city or county certified by the State Historic Preservation Office and the National Park Service to conduct historic preservation activities in accordance with federal and state standards.
Certified Local Government (CLG) Grants
Competitive funding awarded to Certified Local Governments to support preservation activities.
CLG Agreement
A formal contract between the local government and the State of Iowa outlining responsibilities and compliance requirements.
Community Development Block Grant (CDBG)
Federal funding that may be used as a match for CLG grants.
Conflict of Interest Policy
A rule that prohibits commissioners from participating in decisions where they have a financial interest.
Decertification
The process by which a CLG loses its certification due to non-compliance with program standards.
Gift Law (Iowa Code Chapter 68B)
State law regulating gifts to public officials to prevent undue influence.
Historic Preservation Commission (HPC)
A local government‑appointed body responsible for identifying, evaluating, and protecting historic properties within its jurisdiction.
Historic Preservation Ordinance / Resolution
Local legislation that establishes the commission and outlines its powers, duties, and procedures.
Historic Property Inventory
A local database of identified, evaluated, and registered historic properties used for planning and preservation.
Historic Resource Development Program (HRDP)
A grant program supporting historic preservation, museum collections, and documentary collections.
Historic Tax Credits
State and federal incentives for rehabilitating historic properties.
Local Historic Landmark / District
Properties or areas designated by a local government for preservation due to their historical significance.
National Historic Preservation Act (NHPA)
Federal law enacted in 1966 that established the national framework for historic preservation, including the CLG program.
National Park Service (NPS)
The federal agency that oversees the CLG program and the National Register of Historic Places.
National Register of Historic Places (NR)
The official federal list of historic properties deemed worthy of preservation.
Open Meetings Law (Iowa Code Chapter 21)
State law requiring that commission meetings be officially announced and accessible.
Secretary of the Interior’s Standards (SOIStandards)
Federal guidelines for archaeology and historic preservation used to evaluate projects and training.
State Historic Preservation Office (SHPO)
The state agency responsible for administering historic preservation programs and supporting CLGs.
