Q: Do you anticipate any future iteration of the DR funding that might be extended to the counties who received disaster declarations, but were not included in the 5 county list of those initially being served by the DR funds?
A: The 7 Counties currently part of the Federal and State MID (per recent Action Plan (222.57 KB) .pdf
Amendment #1) are:
- Buena Vista, Cherokee, Clay, Lyon, Pottawattamie, Sioux and Woodbury;
If communities provide sufficient Unmet Needs data, we can review that and see if they can be included in the State MID, provided they firstly are include in the FEMA disaster # 4796.
IEDA performed several outreach intervals last year, and the counties that are listed above were the ones that responded with details for what their remaining needs were after first contacting FEMA and SBA (since CDBG-DR has to be “last in”).
The current Application window is schedule to open 2/04/2026 for any communities that have projects ready to apply for CDBG-DR funding. The closure date can be extended as needed or re-opened based on the readiness of eligible applicants. The current Application Closure date is 6/01/2026.
HUD-funded Activities in a flood way are highly nuanced and require many questions to be answered regarding applicability to 24 CFR Part 55 & 58, HUDs updated floodplain guidance (FFRMS), 44 CFR Part 80 and FEMAs Model Deed Restrictions. IEDA recommends consulting with IEDA environmental staff with specific concepts prior to preparing an application for Buyout & Demo or the CDBG annual program Pocket Parks grant opportunity that will be open later this year.
- FEMA is lead Agency; IEDA will merely need Applicants to provide a copy of their FEMA environmental documents submitted to FEMA. Applicant does not need to adapt to HUD formatting or change anything to meet HUD’s regs; just provide the environmental documentation.
- After grant award, Applicants should complete the normal IEDA 7015.15 Request for Release of Funds form, which should note that HUD is adopting FEMA’s environmental review.
- Once IEDA receives those two items into IowaGrants, the Release of Funds can be provided.
As cited in the Webinar, standard elements of an Income Survey Report are as follows:
Purpose / Project Definition; Survey Universe Documentation; Sampling Methodology; Survey Instrument; Enumerator Procedures & Controls; Survey Results / Calculations; LMI Determination; Maps & Geographic Documentation; Compliance Statements; Appendices.
Depending on the size of the community, these sections might be brief, but the sections outline the common standard for Income Surveys.

The role in green infrastructure for Stormwater design in terms of any implications of IEDA\IFA transition to the National Green Building Standard (NGBS) will be more detailed in the stand-alone NGBS Program Guide ; however, the prior Green Streets criteria will not be a requirement. IEDA will defer to IDNR’s Stormwater Design standards, located on IDNR’s website: Iowa Stormwater Management Manual | Department of Natural Resources.
Q: In “Addendum V: Reference data for clearing houses / plans rooms for MWBE solicitations to meet best effort goals. a. Construction Bids Only”. The list is clearly out of date and the information included is not usable for most of the listed organizations.
- Are we still to use this?
- Or can we use our best judgement?
- Many of the addresses/emails/phone numbers/websites are out of date or do not work on the list provided and mail comes back regularly from the ones listed.

Q: For postings of bids, RFPs and Qs and the Section 3 Qualitative Efforts, many small cities do not have websites. What options can be used?
A: Per the webinar and pursuant to Iowa Code 26.3, acceptable sources are: Newspaper; City Website and / or League of Cities; A/E of Record Website; Contractor Plan Rooms.
If other sources are proposed, please reach out to IEDA first (prior to bid letting) so we can provide any needed affirmation of acceptable mediums/methods to help enhance the Recipients’ bid coverage and mitigate instances of noncompliance.
