As long-serving city manager for Dubuque, Michael C. Van Milligen has been the recipient of many awards.

Michael C. Van Milligen has served as city manager for the Dubuque since January of 1993. Dubuque has been named an “All-America City” by the National Civic League in 2007, 2012, 2013 and 2017 under Van Milligen’s leadership.

Prior to joining the City of Dubuque, Van Milligen served as the assistant village manager for Skokie, Illinois, from 1987–1993.

Van Milligen has been honored with many awards for his outstanding leadership, including:

  • Manager of the Year by the Iowa City/County Management Association, 2007
  • Named a National Academy of Public Administration Fellow, 2010
  • Public Executive of the Year by the Novogradac Community Development Foundation, 2009
  • Outstanding Manager of the Year by the ICMA.
  • Dwight Ink Public Service Award.  From the Iowa State University Department of Political Science, 2016
